Community Highlights: Meet Stephen Carter of Sterling Staffing Solutions

Today we’d like to introduce you to Stephen Carter.

Hi Stephen, can you start by introducing yourself? We’d love to learn more about how you got to where you are today?
Forged in Adversity: My Early Foundations

My story, like so many others, is deeply rooted in my upbringing and the values that were instilled in me from an early age. My parents were both from Mississippi, and my grandparents were sharecroppers. They passed down an extraordinary work ethic and an unwavering belief that no obstacle was too great to overcome through determination and perseverance.

My mother raised my brother and me primarily as a single parent. She worked multiple jobs to provide for our family while refusing to let her own circumstances define her future. At the same time, she pursued higher education and ultimately earned her master’s degree. She showed me that education, discipline, and sacrifice could change the trajectory of a family’s future. Watching her persevere through tremendous hardship taught me that success is rarely about talent alone—it is built through resilience, consistency, and an unwillingness to quit.

My father was a Vietnam veteran who struggled with what we now know as Post-Traumatic Stress Disorder, long before it was widely understood or treated. He passed away at a young age, leaving a void that shaped much of my childhood. Yet despite his struggles, one thing remained constant throughout our family: an immense sense of pride in the Carter name. Growing up, I often heard, “If you’re a Carter, you were born to be great.” My mother made sure my brother and I remained closely connected to our father’s side of the family, preserving that identity and the expectation that we were capable of achieving extraordinary things.

My childhood was not without adversity. I experienced bullying at school, and I grew up with an exceptionally critical and often unkind stepfather. Those experiences could easily have produced insecurity or self-doubt. Instead, they fueled something entirely different. They created what I now call my “I’ll show you” mentality—a relentless drive to prove that my circumstances would never determine my destiny. Rather than accepting limitations others placed on me, I became an overachiever, constantly pushing myself to become better than I was the day before. That mindset continues to drive me today.

My military service further shaped the leader I would become. I proudly served as a United States Army Combat Medic during Operation Desert Storm, where I learned the value of discipline, accountability, teamwork, and remaining calm under pressure. After completing my military service, I earned my Bachelor of Business Administration and later a Master of Business Administration with concentrations in Change Management and Finance. Those academic experiences, combined with the lessons learned in the military, reinforced my belief that leadership requires continuous learning and personal growth.

Even the seemingly small experiences of my youth contributed to who I became. As a Boy Scout, I learned responsibility, preparedness, and servant leadership. My military training reinforced habits that remain with me today. I still wake up between four and five o’clock each morning because I believe those quiet hours provide the opportunity to think clearly, plan intentionally, and accomplish meaningful work before the rest of the world awakens.

Perhaps one of the greatest blessings in my life has been growing up as a fraternal twin with my brother, Sterling. While we have pursued many of the same goals and ultimately became business partners, our personalities are remarkably different. I naturally gravitate toward taking calculated risks and embracing new opportunities, while Sterling is more analytical and methodical, carefully examining every detail before making a decision. Those differences have become one of our greatest strengths. Together, we have learned that sustainable success rarely comes from reckless risk or excessive caution alone—it comes from balancing bold vision with thoughtful execution.

Looking back, I realize that every challenge I faced—economic hardship, personal loss, family struggles, criticism, military service, and countless setbacks—helped forge the person I am today. Those experiences taught me resilience, strengthened my faith, sharpened my leadership, and gave me a deep appreciation for serving others. They are the foundation upon which I have built my life, my businesses, and my commitment to helping others realize that adversity is not something to fear—it is often the very thing that prepares us for our greatest purpose.
Building Something Bigger Than Myself

Those early experiences did more than shape my character—they shaped my vision for the kind of leader I wanted to become. I came to understand that leadership is not measured by titles or personal success. It is measured by the opportunities you create for others.

That belief ultimately led to the founding of Sterling Staffing Solutions.

Like many successful companies, Sterling Staffing Solutions was not born from abundance. It was born from recognizing a need and having the courage to pursue a solution. Throughout my career, I repeatedly witnessed organizations struggling to find dependable, high-quality healthcare professionals while talented clinicians searched for employers who genuinely valued their contributions. I believed there had to be a better way.

I founded Sterling Staffing Solutions with a simple but unwavering mission: build an organization that would serve both clients and healthcare professionals with integrity, excellence, and compassion. We would never compete solely on price. We would compete on trust, responsiveness, quality, and relationships. Every contract represented more than a business opportunity—it represented patients whose lives would ultimately be impacted by the people we placed.

The early years demanded every lesson my childhood had taught me. There were moments of uncertainty, financial pressure, difficult decisions, and setbacks that would have convinced many entrepreneurs to walk away. But adversity was familiar territory. I had learned long ago that obstacles are rarely stop signs; they are invitations to become stronger, wiser, and more resilient.

As Sterling Staffing Solutions continued to grow, so did my understanding of entrepreneurship. I realized I wasn’t simply building a staffing company—I was building a platform for service, innovation, and impact. Every success created opportunities to employ more people, support more healthcare organizations, and ultimately improve the care received by thousands of patients and families.

Looking back, I can clearly see that Sterling Staffing Solutions became much more than a business. It became proof that the values instilled in me by my family—hard work, integrity, perseverance, faith, and service—could be transformed into an organization that genuinely improves lives.

That journey also reinforced one of the central lessons of this book: success is never built alone. It is built through relationships, trust, shared purpose, and an unwavering commitment to serving others. Sterling Staffing Solutions was only the beginning. The principles that guided its creation would later become the foundation for every company I have built, every partnership I have formed, and every leader I have had the privilege to mentor.

The story that follows is not simply about building businesses. It is about building people, creating opportunities where none existed, and demonstrating that with faith, discipline, resilience, and a servant’s heart, ordinary individuals can accomplish extraordinary things.

Alright, so let’s dig a little deeper into the story – has it been an easy path overall and if not, what were the challenges you’ve had to overcome?
Absolutely not.

If there is one misconception people have about successful entrepreneurs, it’s that success happens quickly or follows a straight path. Our journey with Sterling Staffing Solutions has been anything but smooth. Behind every milestone are countless setbacks, sleepless nights, difficult decisions, and moments when quitting would have been the easier option.

When my twin brother, Sterling, and I co-founded Sterling Staffing Solutions, we weren’t backed by venture capital or wealthy investors. We built the company from the ground up, fueled by faith, determination, and a shared vision of creating an organization that would make a meaningful difference in healthcare. Every opportunity had to be earned. Every client had to be convinced to take a chance on a relatively unknown company. Every contract was won through persistence, preparation, and an unwavering commitment to delivering exceptional results.

Although we shared ownership of the company, our leadership roles naturally evolved in different directions. Sterling’s strengths have always been rooted in clinical excellence, careful analysis, and thoughtful decision-making. As CEO, I assumed primary responsibility for establishing the company’s vision, driving strategic growth, cultivating client relationships, pursuing new business opportunities, securing government contracts, building our executive team, and making many of the difficult decisions required to move the organization forward. Our different personalities became one of our greatest competitive advantages. Sterling often ensured we made the right decision, while I challenged us to make bold decisions. Together, that balance allowed us to grow in ways neither of us could have accomplished alone.

Like many entrepreneurs, I experienced the constant uncertainty that comes with leading a growing business. There were times when payroll came before my own paycheck. There were contracts we invested months pursuing only to lose at the last minute. We faced cash flow challenges, regulatory changes, economic downturns, fierce competition, and the constant pressure of building a reputation in an industry where trust is everything. Every decision carried weight because employees, clients, and patients depended on the choices I made.

Healthcare staffing is an unforgiving industry. Hospitals, government agencies, and healthcare organizations expect excellence every single day. A single staffing shortage, compliance issue, or missed expectation can damage relationships that took years to build. I quickly learned that sustainable growth required much more than finding qualified clinicians. It required building systems, developing leaders, creating accountability, and establishing a culture where excellence became the expectation rather than the exception. We certainly made mistakes along the way, but every mistake became an opportunity to improve.

Personally, the journey demanded sacrifices that few people ever see. Building a company meant working extraordinarily long hours, carrying the stress of making payroll, leading employees through uncertain times, and making decisions that were sometimes unpopular but necessary for the long-term health of the business. Entrepreneurship can be incredibly lonely. As CEO, there were many moments when the responsibility rested squarely on my shoulders, and there was no one else to make the difficult decisions.

There were also seasons when life outside the business tested me just as much as the business itself. Losing my father at a young age, overcoming the hardships of my childhood, serving as a U.S. Army Combat Medic during Desert Storm, navigating personal setbacks, supporting my family through significant health challenges, and balancing the responsibilities of leadership all required resilience that extended far beyond the boardroom. Those experiences reminded me that success means very little if you lose sight of what matters most—faith, family, health, and integrity.

One of the greatest lessons I have learned is that adversity is not an interruption to success—it is the pathway to it. Every setback forced me to become a better leader. Every disappointment sharpened my judgment. Every failure taught me lessons that no classroom ever could.

Looking back, I would not erase the struggles. They forged the resilience, discipline, and perspective that ultimately enabled Sterling Staffing Solutions to become a respected healthcare staffing organization serving clients across multiple states. More importantly, they shaped me into the leader I am today—a leader who understands that success is not measured by how few obstacles you encounter, but by how faithfully you continue moving forward despite them.

Today, people often see the accomplishments. They see the companies, the awards, the contracts, the growth, and the success. What they rarely see are the years of uncertainty, sacrifice, perseverance, calculated risk, and unwavering faith that made those accomplishments possible.

If our journey proves anything, it is this: extraordinary businesses are not built because entrepreneurs avoid adversity. They are built because ordinary people make the extraordinary decision to keep moving forward when adversity says they should quit.

Thanks for sharing that. So, maybe next you can tell us a bit more about your business?
## Tell Us About Sterling Staffing Solutions

Sterling Staffing Solutions was founded on a simple belief: healthcare organizations deserve exceptional people, and exceptional healthcare professionals deserve exceptional employers. Since our founding, we have remained committed to bridging that gap by providing highly qualified, compassionate, and dependable healthcare professionals who improve patient outcomes and strengthen the organizations they serve.

As a nationally recognized healthcare staffing and workforce solutions company, we specialize in providing clinical, allied health, behavioral health, administrative, and executive healthcare professionals to hospitals, government agencies, correctional healthcare systems, outpatient clinics, home health agencies, hospice organizations, long-term care facilities, and other healthcare providers throughout the United States. We also have extensive experience supporting federal, state, and local government agencies through complex healthcare staffing contracts.

What distinguishes Sterling Staffing Solutions is that we have never viewed ourselves as simply a staffing agency. We are a strategic workforce partner. While many firms focus solely on filling vacancies, we focus on solving workforce challenges. Our clients rely on us not only to recruit exceptional talent, but also to help them improve operational efficiency, maintain regulatory compliance, reduce vacancy rates, strengthen retention, and ensure continuity of patient care.

One of our greatest strengths is our ability to recruit for positions that many organizations struggle to fill. Whether supporting rural communities, specialized clinical programs, behavioral health initiatives, correctional facilities, or federal healthcare systems, our team has built a reputation for finding highly qualified professionals where others often cannot. We embrace difficult assignments because we understand that every vacancy ultimately affects patient care.

As a Service-Disabled Veteran-Owned Small Business (SDVOSB), our commitment to service extends far beyond military designation. The same principles learned through military service—integrity, accountability, discipline, teamwork, and mission-first leadership—continue to define our culture today. Those values influence every client relationship, every employee interaction, and every healthcare professional we place.

Perhaps what makes me most proud is the reputation our brand has earned. We have built Sterling Staffing Solutions primarily through trust, long-term relationships, and consistently delivering on our commitments. Many of our clients have remained with us for years because they know we will respond quickly, communicate honestly, and never compromise quality for short-term gain. In an industry built on relationships, trust has become our greatest competitive advantage.

Our brand is also defined by resilience and innovation. Throughout our journey, we have successfully navigated economic downturns, healthcare workforce shortages, changing regulations, global pandemics, and rapidly evolving client needs. Rather than simply reacting to change, we have continually adapted, expanded our capabilities, embraced new technologies, and developed creative workforce solutions that help our clients succeed in an increasingly complex healthcare environment.

Today, Sterling Staffing Solutions is far more than a staffing company. We are a trusted healthcare workforce partner dedicated to helping healthcare organizations fulfill their missions while creating meaningful career opportunities for healthcare professionals across the country.

Above all else, I want readers to know that our business has never been driven solely by contracts or revenue. Every clinician we place represents a patient who will receive care, a family searching for hope, and a healthcare organization depending on us to deliver excellence. That responsibility is something we never take lightly. It is the reason we continue to pursue excellence every day and why our mission remains unchanged: to improve lives by connecting exceptional healthcare professionals with organizations that need them most.

What are your plans for the future?
The future of Sterling Staffing Solutions is incredibly exciting because we believe we are just getting started.

Our vision has never been to become the largest healthcare staffing company. Our goal is to become one of the most trusted healthcare workforce solutions partners in the United States. We want to be the organization that healthcare providers turn to when they need not only exceptional talent, but strategic guidance, innovative workforce solutions, and a true long-term partner.

Over the next several years, we plan to continue expanding our national footprint while increasing our presence within federal, state, and local government healthcare markets. As a Service-Disabled Veteran-Owned Small Business (SDVOSB), we see tremendous opportunities to support the Department of Veterans Affairs, Department of Defense, correctional healthcare systems, public health agencies, and other government organizations that provide care to millions of Americans.

We are also investing heavily in technology and workforce innovation. The healthcare staffing industry is evolving rapidly, and we believe the future belongs to organizations that can combine technology, data analytics, artificial intelligence, and automation with the personal relationships that have always been the foundation of our business. Our objective is to improve recruiting speed, workforce planning, credentialing, compliance, and client communication while maintaining the high-touch service our clients have come to expect.

Growth through strategic partnerships and acquisitions is another important part of our long-term strategy. We intend to continue identifying healthcare businesses that complement our capabilities and allow us to expand into new service lines and geographic markets. Rather than growing simply for the sake of size, we are focused on building an integrated healthcare services platform that delivers greater value to clients while creating new opportunities for healthcare professionals.

Equally important is our commitment to developing the next generation of leaders. We believe that a company’s greatest asset is its people. As we grow, we will continue investing in leadership development, employee engagement, professional education, and creating career pathways that allow our team members to thrive both personally and professionally.

Perhaps what excites me most is the opportunity to make an even greater impact on the healthcare industry. Every healthcare professional we recruit, every client we support, and every contract we fulfill ultimately affects patients and families who depend on quality care. That purpose continues to inspire every decision we make.

While our company will undoubtedly continue to evolve, one thing will never change: our commitment to integrity, excellence, service, and building lasting relationships. Those principles have guided us since the day my brother, Sterling, and I founded the company, and they will continue to define who we are for decades to come.

I genuinely believe the next chapter of Sterling Staffing Solutions will be our most impactful yet—not simply because we expect to grow, but because we are committed to serving more healthcare organizations, creating more opportunities for healthcare professionals, and improving the quality of care for the communities they serve.
